Purpose
SOFWERX, in collaboration with USSOCOM Program Executive Office Tactical Information Systems (PEO-TIS), will host an Industry Day to gain a better understanding of the current market and the technical capabilities of a Key Leader Radio (KLR), an Intra Team Radio (ITR), and a Team Networking Device (TND). This effort is for informational and planning purposes only and does not constitute a Request for Proposal (RFP).
Background
USSOCOM has a critical need for reliable and secure communications for dismounted warfighters operating in a variety of challenging environments, including those that have denied, degraded, intermittent, and low-latency communication operational areas. Key Leader Radios (KLR), Intra Team Radios (ITR), and Team Networking Devices (TND) provide a multi-platform communications strategy enabling resilient, self-healing, and autonomous solutions for voice transmission, data transmission, and networking capabilities at the team and leadership levels.
Objective
This event is seeking information on products with priority given to capabilities with a Technology Readiness Level (TRL) 7 and above, that could potentially fulfill USSOCOM's operational requirements. PEO-TIS is interested in design and capability that provides an open architecture design capable of third-party waveform porting without Original Equipment Manufacturer (OEM) engagement, as well as products compliant with FIPS 140-3 Level 3.
Why You Should Participate
USSOCOM seeks to enter into non-FAR or FAR-based agreements with Industry, Academic, and National Lab partners whose solutions are favorably evaluated by PEO-TIS Subject Matter Experts (SMEs). As such, the follow-on Assessment Event (AE) is considered competitive and solutions will be evaluated independently of one another primarily for technical merit. This serves dually as notification of the intent to research the feasibility of an agreement under 10 U.S. Code, Section 4022 and/or Section 4022(f), and as notice of pre-solicitation activities IAW FAR 5.204.
Event Timeline
Phase 1 - 26 June 2026 to 15 July 2026 Requests to Attend the Warfighter Radio Industry Day Open: SOFWERX will host an Industry Day focused on KLR, ITR, and TNDneeds. During this event, Warfighters will interact with potential solution offerers and further communicate operational needs and desirements. This event is also an opportunity for attendees to meet and form partnerships that may provide a more comprehensive capability. Interested respondents who could potentially provide solutions that meet the needs of USSOCOM are encouraged to request to attend the Industry Day. Favorably evaluated submissions will receive an invitation to attend the event on/around 24 July.
Phase 1a - 08 July 2026 Q&A Telecon: Interested attendees may participate in a virtual Q&A session to better understand the PM's specific technology objectives. The telecon will take place on 08 July from 1:00–2:00 PM ET. RSVP at the bottom of the webpage.
Phase 2 - 15 July 2026 to 23 July 2026 Downselect: USSOCOM will downselect those respondents they feel have the highest potential to satisfy their technology needs, and will receive an invitation to attend the Industry Day on/around 24 July.
Phase 3 - 11 August to 13 August 2026 Industry Day: During the Industry Day, participants will be allotted a one-on-one session with the USSOCOM evaluation panel to pitch, demonstrate, and/or discuss their capabilities. Presentation guidelines will be outlined in the event invitation. Capabilities will not be assessed during this event. USSOCOM PEO-TIS is looking to gain a better understanding of the current Industry capabilities and discover what is in the art of the possible.
This event will be held in person at SOFWERX and will have a virtual component.
Phase 4 - Path Forward: The Industry Day is intended to support market research and will inform PEO-TIS on the state of industry capability. Outcomes from the Industry Day will inform the future acquisition strategy of PEO-TIS.
