Purpose
SOFWERX, in concert with the USSOCOM Acquisition Agility (AA) Directorate and the USSOCOM Contracting (K) Directorate, will host a Collaboration Event to define the most viable method of implementing a one-year, Other Transactional (OT) test program for USSOCOM.
Background
USSOCOM is interested in implementing a one-year OT program designed to support and accelerate Other Transactional agreements through the SOFWERX platform.
Why You Should Participate
The outcome of the event will be the basis for a future submission and downselect from which a final awardee may be selected. The final recipient may partner with SOFWERX under a business-to-business (B2B) agreement to implement the one-year program. This one-year program would support USSOCOM contracting efforts and serve as a test bed to determine the efficacy of a potential, longer term program for USSOCOM.
Event Timeline
Phase 1 – 16 July 2020 Collaboration Event: SOFWERX, along with the USSOCOM AA and K Directorates, will collaborate virtually with experienced OT developers to identify the challenges, the ways to overcome them, and identify methodologies of implementation for a one-year OT program. Participation in the event is not mandatory, however, it is designed to provide insights to ensure potential offerors understand the problem set(s) and increase the likelihood of matching OT development capabilities with USSOCOM needs. If you do not wish to participate in the Collaboration Event, you are free to submit your capability for review for the Assessment Event (AE) after 22 July. RSVP to the CE below, NLT 13 July.

Phase 2 – 22 July 2020 to 12 August 2020 Submissions Open: Interested respondents who could potentially provide solutions that meet the needs of USSOCOM are encouraged to submit their solutions for review. Please follow the submission instructions that will be near the bottom of this webpage after 22 July.
Phase 3 – 13 August 2020 to 20 August 2020 Downselect: USSOCOM and SOFWERX will downselect those respondents/submissions they feel have the highest potential to satisfy the OT development capability needs that were outcomes of the 16 July event. Favorably evaluated submissions will receive an invitation to attend the Phase 4 virtual Assessment Event. Those invitations will go out o/a 20 August.
Phase 4 – 09 September 2020 Virtual Assessment Event (AE): During the virtual AE, invited participants will be allotted a one-on-one session with the USSOCOM and SOFWERX evaluation panel to pitch and/or discuss their proposed solutions. The forum will include a Q&A portion, and discussions may continue outside of the event. Solution brief evaluation criteria will be outlined in the event invitation.
Phase 5 – Path Forward: A final recipient may be selected to partner with SOFWERX under a B2B agreement to implement the one-year program.
